Our IT manager’s vision on open standards

Our IT manager asked me to write a document describing my current and future tasks at the department I’m working at. This morning I send him a brief roadmap in OpenDocument format, made with OpenOffice.org. I received a reply in Dutch:
Ik kan uw document niet openen. Kunt ge mij een doc of rtf versie sturen?
Translated to English:
I can’t open your document, can you send me a doc or rtf version?
This is really sad, isn’t it?
